If not, when did the summer and winter Olympics start?
The first modern Olympics were in 1896, but was it at that time that the summer AND winter Olympics started?

The Olympics held in 1896 Athens where only the Summer Olympics.
1st Winter Olympics started in 1924 Chamonix,France.
From 1924 till 1992 Winter and Summer Olympics where held in the same year until IOC decided to change this. In 1994 the Winter Olympics where held again so as not to be in the same year as the Summer Olympics.

Next Winter Olympics will be held from the 12th till 28th February 2010 in Vancouver, Canada.
Next Summer games will be 2012 London.
